Purpose of the Study:

  • To quantitatively assess local public health workers' perceptions of their disaster recovery role expectations.
  • To evaluate awareness, self-efficacy, and response efficacy in disaster recovery efforts.

Main Methods:

  • An online survey was distributed in 2014 to employees of 8 local health departments in affected areas of NJ and MD.
  • The survey assessed perceptions of actual and future involvement in disaster recovery across three time phases.
  • It also queried perceptions of available support and willingness to participate.

Main Results:

  • 669 public health workers responded (64% response rate).
  • 72-74% of pre-Hurricane Sandy hires knew their roles, 73-75% felt confident (self-efficacy), and 58-63% felt their participation made a difference (response efficacy).
  • Among those unlikely to be asked to participate in the future (n=70), 39% expressed willingness.

Conclusions:

  • Significant gaps exist in public health workers' awareness, self-efficacy, and willingness for disaster recovery.
  • These findings highlight an infrastructural concern for policy and programmatic relevance in public health disaster preparedness.
  • Improving role clarity and support can enhance public health workforce engagement in disaster recovery.
