Poor basic care

Now that patients are back in their homes earlier from hospital, and they are obliged to remain in their homes until an emergency arises and a hospital bed is found, whose job is it to undertake basic care, such as emptying a bedpan or commode, or making their beds each day? Sheltered Accomodation is not a Nursing Home, and it has never therefore been a warden's job to keep an eye on their residents, or undertake these jobs. It does not come under Home Help jobs either, if one is lucky enough to have one. One could not ask a neighbour to do these jobs.
