Abstract:
The purpose of the article is a comprehensive analysis and study of the main tendencies of legal regulation of the sphere for providing cosmetological services in various foreign countries, the identification of positive experience of legal regulation of this sphere and formation of propositions for improving Ukrainian legislation. In the course of the study, the authors have used theoretical (analysis, generalization, systematization) and empirical (observation, review, classification) methods. Conducted analysis of international experience of legal regulation of cosmetological services indicates that the vast majority of countries have special legislation regulating the market for cosmetic products and the activities of cosmetological institutions. Mandatory requirement for persons providing cosmetological services is the availability of special education and the license for a specific type of cosmetological services. Specific sanctions are provided for violation of the legislation on the provision of cosmetological services. In order to improve the legislation of Ukraine regulating the field of cosmetological services, it is necessary: to develop special legislation aimed at regulating the market of cosmetological services; to adopt the State Program, which should determine the requirements for the production, labeling, distribution and sale of cosmetics; to approve uniform state educational standards for training personnel for the cosmetological sphere; to establish clear requirements and standards that will guarantee the safety of the provision of cosmetological services and facilitate in minimization of negative consequences for public health; to provide specific sanctions for violation of the law on the provision of cosmetological services. The introduction of these measures should ensure the safety of the provision of cosmetological services and facilitate the minimization of negative consequences for public health.
