Care leavers demonstrated stronger labor force attachment (LFA) in their 20s compared to peers, with attachment rates increasing with age. Policy interventions are needed to support their diverse labor market experiences.
Area of Science:
- Social Sciences
- Psychology
- Sociology
Background:
- Long-term labor force attachment (LFA) of care leavers remains understudied.
- Comparative data on care leavers' LFA versus similar youth is limited.
Purpose of the Study:
- To examine the LFA of care leavers from age 21 to 34.
- To identify factors influencing age-related LFA variability in care leavers.
Main Methods:
- Longitudinal, cross-sequential, between-groups design.
- Analysis of administrative records for 22,670 care leavers and 45,340 matched controls.
- Multilevel multinomial modeling to predict LFA levels.
Main Results:
- Care leavers exhibited stronger LFA in their 20s than matched peers, with similar levels by age 34.
- By age 34, 65% of care leavers were employed, while 19% remained disconnected from the labor market.
- Poorer educational attainment and greater reliance on social services were noted among care leavers.
Conclusions:
- Care leavers' labor market experiences are variable and influenced by multiple factors.
- Targeted policy measures during and after care are essential.
- Addressing disparities in LFA requires tailored support systems.
