Planning for group child care services: the "limited rationality" approach

In the planning of services, the group child care agency faces many of the same issues as other human service organizations. The author analyzes one effort to improve the quality of service planning in two states through the training of key actors from group child care agencies. The experience led to conclusions about the risks of change and the usefulness of the rational model of decision making. Recommendations are offered for the introduction of planning concepts to key actors in agencies.
