Physical activity (PA) policies are common but poorly implemented. This study found that even with allocated budgets, poor communication between national and subnational governments hinders PA policy action in the Czech Republic.
Area of Science:
- Public Health
- Health Policy
- Health Promotion
Background:
- Many countries have physical activity (PA) policies, yet their translation into action at national and subnational levels is often inadequate.
- The "Interaction between National and Local Government Levels in Development and Implementation of Physical Activity Policies Tool" (INTEGRATE-PA-Pol) was developed to address this disconnect.
Purpose of the Study:
- To pilot the INTEGRATE-PA-Pol tool in the Czech Republic to assess the interaction between national and local government levels in physical activity policy development and implementation.
Main Methods:
- The INTEGRATE-PA-Pol tool was translated and adapted for the Czech Republic.
- A questionnaire-based survey assessed 8 components across government levels, political systems, and sectors through 5 stages of the PA policy process.
- Key informants from health, sport, and recreation sectors at national, regional, and municipal levels participated via online surveys.
Main Results:
- Physical activity policy documents and budgets exist at all government levels, but policy and program implementation is limited.
- Interactions between government levels concerning PA policy were rated as low in most categories.
- Significant variability was observed in the identification of important populations, settings, and sectors for PA promotion across government levels.
Conclusions:
- Physical activity policy in the Czech Republic is well-developed but faces challenges in sector engagement and consistent prioritization.
- Despite budget allocations, PA policy implementation remains difficult, likely due to poor communication between national and subnational government levels.
