Technological innovations in primary care for disaster management: a scoping review

Objective:
To analyze the scientific literature on technological innovations implemented in Primary Health Care services to manage disaster situations.
Method:
Scoping review following the methodological framework of the Joanna Briggs Institute. It was carried out in November 2024 on the LILACS (VHL), PubMed (NLM/NCBI), Web of Science, CINAHL (Ebsco), EMBASE (Elsevier) and IEEE Xplore databases. Articles related to Primary Health Care, technological innovations and disaster management were included and organized in Rayyan®. Data were analyzed using Bardin's Content Analysis structured into thematic categories.
Results:
Out of 832 publications, 58 studies (predominantly from the Americas, 2021-2023) were selected. The analysis highlighted telehealth, artificial intelligence, and smart tools as strategic innovations in Primary Health Care for disaster management. These technologies facilitated care continuity for both disaster-specific needs and other health issues, significantly enhancing accessibility and reducing risk. Nevertheless, persistent challenges include digital inclusion, infrastructure limitations, and balancing technology with human-centered care.
Conclusion:
Technological innovations are strategic tools in the continuity of care and to mitigate risks in disasters. However, investments in infrastructure, digital inclusion and sustainable public policies are still needed.
