Background:

Hurricane Helene made landfall in September 2024, causing significant devastation in Western North Carolina (WNC).
Over 100 deaths were directly attributed to the storm's impacts, including historic flooding, landslides, and hurricane-force winds.

Purpose of the Study:

To assess community perspectives on long-term recovery in Mitchell and Yancey Counties, WNC.
To understand the experiences of residents in rural areas severely impacted by Hurricane Helene.

Main Methods:

A 14-question interview guide was developed based on disaster research and community engagement.
In-person interviews were conducted with key informants in the affected counties.
Interview recordings were inductively coded to identify emergent themes.

Main Results:

Five major themes emerged: housing issues, communication challenges, transportation difficulties, mental health impacts, and food insecurity.
Analysis of 16 interview transcripts revealed significant long-term recovery challenges.
Community perspectives highlighted the interconnectedness of essential services and disaster resilience.

Conclusions:

Inland flooding from tropical cyclones poses growing risks to public health.
Failure of essential infrastructure like communication and transportation hinders disaster response and recovery, especially in rural areas.
Limited access to resources exacerbates the vulnerability of rural populations to natural disasters.
